Det haster, for udfordringerne hober sig op. Lyder det i ny rapport om &#8216;Digital suver\u00e6nitet i den offentlige sektor.&#8217; Her et oprids af hovedpointerne. <\/strong><\/p>\n\n\n\n<p>Der findes reelle europ\u00e6iske alternativer til software og cloud. Der findes i mindre grad alternativer til fysisk it-infrastruktur. Open source software er et centralt begreb til at sikre \u00f8get grad af digital suver\u00e6nitet. S\u00e5dan konkluderer <a href=\"https:\/\/www.kl.dk\/nyheder\/digitalisering-og-teknologi\/2026\/ny-rapport-kortlaegger-digital-suveraenitet-i-den-offentlige-sektor\">rapporten &#8216;Digital suver\u00e6nitet i den offentlige sektor&#8217;<\/a>, bestilt af Digitaliseringsministeriet, Digitaliseringesstyrelsen, KL og Danske Regioner. <\/p>\n\n\n\n<p>Rapporten, der er udarbejdet af PA Consulting, opridser fire store kerneudfordringer i de danske myndigheders afh\u00e6ngighed af Big Tech fra is\u00e6r USA. <\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"1000\" height=\"386\" src=\"https:\/\/dataethics.eu\/wp-content\/uploads\/2026\/02\/afhaengigheder.jpeg\" alt=\"\" class=\"wp-image-17762\" srcset=\"https:\/\/dataethics.eu\/wp-content\/uploads\/2026\/02\/afhaengigheder.jpeg 1000w, https:\/\/dataethics.eu\/wp-content\/uploads\/2026\/02\/afhaengigheder-300x116.jpeg 300w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/figure>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Afh\u00e6ngighed af f\u00e5 store leverand\u00f8rer og manglende konkurrence.<\/strong> Med Chromebooks i skolerne, Dell pc&#8217;er og iPhones i ministerier og styrelser, Microsoft-kontorpakker til tekstbehandling og email, Google som s\u00f8gemaskine og databaser fra Oracle og Microsoft, der ofte ikke er interoperable (nemt kan udskiftes med noget andet), kommer det offentlige ofte til at betale for h\u00f8je priser og er begr\u00e6nset i forhold til at bruge andre underleverand\u00f8rer. <\/li>\n\n\n\n<li><strong>Manglende kontrol og transparens over egne data.<\/strong> Mange data i den offentlige sektor udenfor EU (det g\u00e6lder om at ligge lokalt eller hos en cloud-leverand\u00f8r med juridisk hoveds\u00e6de i EU, da USA ellers kan kr\u00e6ve adgang til dem) og det sv\u00e6kker transparens og beskyttelse af data, de har sv\u00e6rt at leve op til GDPR og Data Act ligesom det kan underminere borgeres tillid. Der er masser af europ\u00e6iske cloud-leverand\u00f8rer men ofte har de ikke samme kapacitet som de amerikanske. <\/li>\n\n\n\n<li><strong>Begr\u00e6nset kontrol og styring<\/strong>. Mange l\u00f8sninger i den offentlige sektor er propriet\u00e6re og kan indsamle data uden vores viden. Det h\u00e6mmer vores handlefrihed, der er \u00f8get risiko for skjult overv\u00e5gning, og den geopolitiske situation g\u00f8r os endu mere s\u00e5rbare, da alle vores samfundsfunktioner er digitale. Offentlige indk\u00f8b er bundet af udbudsregler som kun i mindre grad stiller krav til anvendelse af open source og interoperabilitet. <\/li>\n\n\n\n<li><strong>S\u00e5rbarheder i den digitale forsyningssikkerhed.<\/strong> Vi er afh\u00e6ngige af leverand\u00f8rer, der er placeret udenfor EU, prim\u00e6rt USA og Asien. Dermed er det udenfor vores kontrol.  Kapaciteten til at producere avancerede chips, cloud og n\u00f8glekomponenter er begr\u00e6nset. Der er risiko for sanktioner, indbyggede kill switsches og som f\u00f8lge af det \u00f8get politisk pres. <\/li>\n<\/ol>\n\n\n\n<p><strong>Erfaringer fra 15 cases<\/strong><\/p>\n\n\n\n<p>Rapporten opsamler erfaringer fra 15 konkret cases. <\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"1000\" height=\"433\" src=\"https:\/\/dataethics.eu\/wp-content\/uploads\/2026\/02\/15-cases.jpg\" alt=\"\" class=\"wp-image-17764\" srcset=\"https:\/\/dataethics.eu\/wp-content\/uploads\/2026\/02\/15-cases.jpg 1000w, https:\/\/dataethics.eu\/wp-content\/uploads\/2026\/02\/15-cases-300x130.jpg 300w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><figcaption class=\"wp-element-caption\">Screenshot<\/figcaption><\/figure>\n\n\n\n<p>Fuld digital suver\u00e6nitet er ikke muligt p\u00e5 kort eller mellemlang sigt, konkluderer rapporten, og peger p\u00e5, at m\u00e5let er at opn\u00e5 \u00f8get kontrol og digital valgfrihed samt en balance mellem pris og kontrol. Nogle cases viser, at det bliver dyrere at udskifte Big Tech tjenester, og at der er f\u00e6rre funktionaliteter (hvilket mange nok ville s\u00e6tte pris p\u00e5). Man sparer penge p\u00e5 licenser, men skal s\u00e5 hyre mennesker (= jobs) med IT-kompetencer i stedet, s\u00e5 \u00f8konomi b\u00f8r ikke v\u00e6re m\u00e5let, lyder det. <\/p>\n\n\n\n<p>F\u00f8rste skridt er at forst\u00e5 sine kritiske afh\u00e6ngigheder og s\u00e5rbarheder. Det er muligt at udskifte til europ\u00e6iske cloud, digitale kontorpakker og samarbejdv\u00e6rkt\u00f8jer. Og alternativer kan v\u00e6re b\u00e5de open source og propriet\u00e6rer l\u00f8sninger med open source komponenter. N\u00e6ste skridt er at udvikle exit-strategier (incl. procedurer for dataoverf\u00f8rsler, sletning af data, driftskontinuitet, tidramme, governance og risikobetragtninger) samt beredskabsplaner ved driftsforstyrrelser (eller hvis Trump slukker for os). <\/p>\n\n\n\n<p>En myndighed kan faktisk stille krav til, at leverand\u00f8rer er baseret i EU og skal opfylde bestemte suver\u00e6nitetskriterier omkring f.eks. hosting og \u00e5bne standarder, der er ogs\u00e5 eksempler p\u00e5 indk\u00f8bs- og udviklingsmodeller hvor der etableres partnerskaber mellem myndigheder og euorp\u00e6iske tech-virksomheder for at stimulere markedet. <\/p>\n\n\n\n<p><strong>12 konkrete l\u00f8sningsindsatser<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Myndighederne analyser egen teknologistak og risikovurderer dem udfra, om de er samfunds- eller forretningskritiske. Man kunne skabe et <strong>suver\u00e6nitetstjek-v\u00e6rkt\u00f8<\/strong>j med scorecard og modenshedsvurdering.<\/li>\n\n\n\n<li>Der udarbejde <strong>exitstrategier<\/strong> (for omr\u00e5der med st\u00f8rst s\u00e5rbarhed) og <strong>beredskabsplaner<\/strong>. <\/li>\n\n\n\n<li>St\u00e6rkere <strong>audit-mekanismer<\/strong> for alle eksterne leverand\u00f8rer &#8211; ogs\u00e5 tredje- og fjerdepartsleverand\u00f8rer.<\/li>\n\n\n\n<li>Der laves en <strong>markedsd\u00e6kning af danske IT-leverand\u00f8rer<\/strong> for at se, hvordan de kan \u00f8ge til graden af digital suver\u00e6nitet.<\/li>\n\n\n\n<li>Myndighederne genbes\u00f8ger deres egen it-strategier med fokus p\u00e5 <strong>brug af open source software<\/strong>.<\/li>\n\n\n\n<li>Etablering af en <strong>f\u00e6lles suver\u00e6nitetspakke til offentlige it-udbud<\/strong>.<\/li>\n\n\n\n<li><strong>F\u00e6lles indk\u00f8b, som fremmer europ\u00e6iske og danske alternativer <\/strong>og stimulerer et europ\u00e6isk marked, ikke mindst suver\u00e6ne cloud-tjenester.<\/li>\n\n\n\n<li>Indg\u00e5 <strong>strategiske alliancer <\/strong>med andre europ\u00e6iske lande s\u00e5som England, Frankrig, Holland, Schweitz, Sverige og Tyskland der allerede er i gang.<\/li>\n\n\n\n<li>Etablere <strong>videnspakker og netv\u00e6rksfora<\/strong> for at dele viden og erfaringer <\/li>\n\n\n\n<li><strong>Afs\u00e6tte midler til en pulje<\/strong>, der kan medfinansiere strategiske projekter, der implementerer konkrete alternativer, evt kombineret med EU finansiering og f\u00e6lles projekter p\u00e5 tv\u00e6rs af lande. <\/li>\n\n\n\n<li>Etablere en <strong>central enhed hos den offentlige myndighed<\/strong>, som f\u00e5r til opgave at gennemf\u00f8re det, der skal til p\u00e5 vejen mod digital suver\u00e6nintet<\/li>\n\n\n\n<li><strong>Nationalt center for digital suver\u00e6nitet og innovation<\/strong> kunne etableres (Tyskland har Zendis, Frankring ISN)<\/li>\n<\/ol>\n\n\n\n<p><em><strong>Der er ikke brugt generativ AI til skrive denne artikel. <\/strong><\/em><\/p>\n\n\n\n<p><em>Baggrundsfoto: Markus Winkler, Unsplash<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tre l\u00f8sningsspor med i alt 12 konkrete indsatser kan v\u00e6re med til at \u00f8ge det&#8230;<\/p>\n","protected":false},"author":1,"featured_media":17773,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[108,4273,2],"tags":[4327,4330,4329,4205,4328],"class_list":["post-17761","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-nyt","category-open-source","category-nyheder","tag-digital-suveraenitet","tag-europaeiske-alternativer","tag-exitstrategier","tag-open-source-da","tag-techstack"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.4 - https:\/\/yoast.com\/product\/yoast-seo-wordpress\/ -->\n<title>S\u00e5dan opn\u00e5r den offentlige sektor digital suver\u00e6nitet &#183;
